Program Overview| SAATH’s Urban Resource Centres (URCs) are one-stop centres in communities. SAATH URCs create awareness of entitlements and programs at a local level, and organize communities to advocate for better products and quality. URCs are formed on the guiding principles of inclusion and a rights-based approach to development. Through better services, slum dwellers can achieve a better quality of life, creating participatory, equitable and sustainable urban growth.
SAATH URCs provide all services families need in one place. Families purchase annual memberships (Rs. 120 per family) to access URC services:
· Basic Services: Health, education, livelihood and micro-credit, housing, infrastructure and certifications.
URC members pay a nominal fee per service. Fees cover part of the cost of running an Urban Resource Centre. In 2009, SAATH URCs generated about INR 1.9 lakh (190,000) towards operation costs.
History|
SAATH initiated Urban Resource Centres in 2007, after two years of discussions and research with the community and CBOs. In 2008, SAATH expanded to three URCs in Vasna, Juhapura and Beherampura areas. After impact assessments, scalability plans were drawn up and presented to the Government of Gujarat Informal Sector Board Committee and the Jawaharlal Nehru National Urban Renewal Mission. The Ahmedabad Municipal Corporation approved plans to support 10 centres in Ahmedabad, and SAATH is currently scaling the program.
Reach|
In 2008, SAATH URCs reached out to over 1 lakh (100,000) slum dwellers in three wards. In March 2010, seven new centres will open across Ahmedabad city. On average, a URC makes 150 linkages between service users and providers each month.
Future Goals |
After the success of SAATH’s initiatives, the Government of Gujarat has plans to establish 200 URCs in four districts of Gujarat: Ahmedabad, Rajkot, Surat and Vadodara. At scale, URCs will reach a greater percentage of the 6.89 million urban poor households in Gujarat. The URCs should be completely financially self-sustaining by 2014.
